The people of Makkah must go outside the boundary of the Haram zone to enter ihram if they want to do `umrah. It is not permissible for you to pass the miqat without entering ihram. As you did not enter ihram from the miqat, you have to offer a sheep and its meat is to be distributed to the poor there.

The one who comes in line with the miqat when he is on the plane must enter ihram. It is better for him to enter ihram before he comes in line with it, because of the speed with which the plane travels.
